The Master in Geography aims at analysing the spatial extent of natural resources and the processes that shape and change the landscape. The core of the programme concerns the environmental problems arising from the use of resources such as water, soil and minerals.

A husband-and-wife chiropractic team won’t be able to open their practice in the former Shelton’s Ravinia Grill space at 481 Roger Williams Avenue.

The Highland Park City Council has denied the request from Connor and Natalia LaVallie to use the storefront space for their Greater Good Chiropractic Care practice. Council members contended the business will not promote the development of retail and restaurant uses in the area.

The couple had planned to purchase the building and live in the apartment over their practice. The council’s unanimous vote May 14 to deny the petition contrasted sharply with the favorable 5-0 recommendation of the city’s Plan and Design Commission on May 1. Several commissioners noted the space had been vacant a long time.

Carolyn Hersch, the city’s business development manager, registered written opposition to the project.

“There are already a significant number of service businesses in the district, many of which are grandfathered in until such time as they close,” Hersch wrote.

She said there are vacant office buildings in the Ravinia district and locations elsewhere in Highland Park where the couple could practice.

“It doesn’t have to be on the ground floor of this tiny district that doesn’t have many options left for dining and entertainment,” Hersch said.

Storefronts along Roger Williams Avenue in Highland Park are to be used for retail or “retail-oriented service uses” at street level, though many exceptions now exist. The retail overlay district is similar to the Pedestrian-Oriented Shopping District in Highland Park’s downtown business district.

Connor LaVallie said he and his wife have been visiting the area for the past eight months.

“We’ve seen … and been cognizant of the number of people going in and out of those businesses in the Roger Williams overlay and quite frankly, there really aren’t people going in and out of there,” LaVallie said. “It is absolutely our No. 1 priority to enliven that district.”

Councilman Anthony Blumberg said in his view, the chiropractic use did not meet several standards for approval.

“My concern is that in the particular location, not having a usage that is a permitted usage in a pedestrian overlay is going to hinder the orderly development of that area,” Blumberg said. “We have heard a lot from the Ravinia Neighbors Association and people who are looking for pedestrian-oriented retailing there.”

Addressing the couple, he said, “Although you are retailing some products, you are primarily a service organization.”
